The Miller Foundation joined local community leaders to launch a transformative educational initiative at Wat Kelchey in Osvay Commune, Kampong Cham Province. To improve learning achievements and foster a love of reading among local children, youth, and monks—particularly after the disruptions of the COVID-19 pandemic—the Head Monk and Pagoda Committee agreed to convert an existing monks' dormitory into a public community library.
Supported by a US$22,150 grant from the Elsa Miller Foundation alongside local community contributions, this project set out to create an inspiring, accessible learning environment for students of the Nhiek Chhim Buddhist Primary School and the surrounding villages. The transformation of the building was a true collective effort, driven by strong local participation. Starting in early 2021, the project moved through several renovation phases: interior walls were removed to create open spaces, doors and windows were enlarged to bring in natural light, new roofing and flooring were installed, and custom-made bookshelves were built to hold thousands of reading materials.
A dedicated reading area for young children was built into the design so that learners of all ages feel included. Showing extraordinary local ownership, the resident young monks and community volunteers contributed tireless hands-on labor—clearing construction debris, laying concrete walkways around the building, installing electrical fixtures, and planting gardens to create a peaceful atmosphere for readers. After the building was completed and capacity-building and reading-promotion activities were carried out, the library was officially handed over to the community.
Today, the library continues to run smoothly under the dedicated stewardship of the local Buddhist temple and its young monks. It stands as a vibrant hub of education, community literacy, and youth empowerment—proof that sustainable development thrives when local leaders and communities take full ownership of their shared growth.
